Frequently Asked Questions

Everything You Need to Know

What is the deadline for e-invoicing in the Philippines?

Under BIR Revenue Memorandum Circular No. 98-2026, taxpayers covered by the mandatory electronic invoicing requirements must issue e-invoices on or before 31 December 2026. The circular implements the relevant requirements under Revenue Regulations Nos. 8-2022 and 11-2025, as amended by RR No. 26-2025.

The covered groups include small, medium, and large taxpayers engaged in e-commerce or internet transactions; taxpayers under the Large Taxpayers Service; taxpayers classified as large under the Ease of Paying Taxes framework; and taxpayers using specified computerized accounting or invoicing systems. Micro taxpayers are exempt from the e-commerce category, but businesses should assess all applicable coverage criteria.

Businesses should confirm their taxpayer classification, review their invoicing software, and assess whether their systems can generate and electronically issue structured invoice data. They should also plan for the required Permit to Issue (PTI), Electronic Invoice, EIS Certification, system testing, and applicable BIR procedures.

Existing ERP and accounting software may supply customer, transaction, tax, and invoice data for electronic invoicing workflows. However, the system must meet applicable BIR requirements, including structured invoice generation and electronic issuance. Businesses should assess their software configuration and integration needs before relying on an existing system.

Advintek can help businesses assess integration needs and organise invoice processing through its Invoice Factory capabilities. These include data mapping, validation, structured invoice preparation, processing visibility, and record management. The required implementation depends on existing systems and applicable BIR rules. Businesses must separately confirm their approvals and certification obligations.

Does the 31 December 2026 deadline apply to every Philippine business?

No. The deadline applies to the taxpayer groups covered by RMC No. 98-2026, rather than automatically applying to every business. Micro taxpayers are excluded from the specified e-commerce category, while other coverage criteria may still apply. Businesses should review the circular and confirm their classification with the BIR or a qualified tax adviser.

No. The software must satisfy the applicable requirements for structured electronic invoices, electronic issuance, and invoice data processing. Covered taxpayers must also secure the required PTI Electronic Invoice before issuing electronic invoices and obtain EIS Certification within the prescribed period. Software alone does not establish compliance.

Businesses should verify any provider’s regulatory status directly with the BIR. In its announcement dated 23 September 2026, the BIR stated that a separate issuance governing Electronic Invoicing Service Providers would follow. Advintek’s services should therefore be described according to its verified integration and processing capabilities, without implying official BIR accreditation or endorsement.

Businesses should review customer and seller details, transaction information, tax data, invoice numbering, discounts, withholding taxes where applicable, and supporting records. The invoice must contain the information required by the applicable rules and use structured data that can be electronically processed. Businesses should also prepare the documentation required for their PTI Electronic Invoice application.

Can Advintek connect existing business systems with digital e-invoicing workflows in the Philippines?

Advintek can support integration planning between existing ERP, accounting, POS, and other business systems and digital e-invoicing workflows. Its Invoice Factory capabilities help organise invoice data, validate information, and manage processing records. Businesses must confirm that their final system configuration meets BIR requirements and obtain the necessary approvals and certification.
